·White Paper for Social Welfare
The White Paper deals with key substantive issues in the restructuring of social welfare services, programmes and social security.
The following principles and guidelines pertain to child and youth justice:
- The best interests of children must be paramount in all actions.
- Children are always in some way connected to their family or support network, community or culture. These ties will be strengthened, and the capacity of such families and communities to provide support and care will be promoted.
- Every opportunity should be taken to ensure that children coming into conflict with the law have access to all available services to avoid recidivism. This is vital and in the long run will lower the overall crime rate.
-Diversion from the legal system should be the preferred way of dealing with child offenders, and effective programmes should be developed
