The purpose of organizational development is to ensure that services are sustainable, innovative and benchmarked according to international and national best practices. Bosasa Youth Development Centres are regarded as a best practice model in rendering of secure care programmes and managing of secure care facilities. This was validated by independent consultants 4 Chakras to the National Department of Social Development in 2009.
They pointed out that; “in the outsourced services managed by Bosasa, there was a vast improvement in terms of quality of care, capability of human resources to implement the programme and the management of the total programme. Evidence of the minimum norms and standards and the transformation policy in service delivery was notable.” The opposite was found in some of the other facilities visited.
