AUDIT - YOUTH DEVELOPMENT CENTRE

5/27/2014 At BOSASA we believe that every child has strengths and weaknesses. We aim to encapsulate their strengths and promote these, whilst helping the child develop coping strategies for his/her areas of weakness. 

The ultimate aim is that each child reaches his/her full potential. As each child’s background and learning potential is unique, the time needed to spend within this environment will depend upon each individual.

BOSASA Youth Development Centres has developed an Education and Training Model which aims to eliminate illiteracy and to assist our category of children to face the requirements set by the labour market. 

The Model is designed to lift the literacy levels to a point where learners will be able to further their studies through FET colleges and other educational institutions, venture into business enterprises and access to employment opportunities. Specific Vocational Programmes have been developed in line with the National Qualifications Framework. The programmes focus on specific unit standards per sector, specific outcomes and assessment criteria. These Vocational Programmes, as well as ABET levels 1 - 4, concluded into the Critical Cross-field Outcomes.
BOSASA Youth Development Centres is provisionally accredited by the Council for Quality Assurance for General and Further Education and Training (Umalusi) till 30 September 2013. The accreditation with Umalusi will not be renewed as the Vocational Programmes offered now fall under the scope of the Quality Council for Trades and Occupations (QCTO). The accreditation process with the QCTO is underway. 

BOSASA Youth Development Centres is registered with the National Department of Higher Education to offer the following qualifications:
NC: Furniture Making Wood 49091 NQF Level 2
NC: Furniture Making Wood Upholstery 49091 NQF Level 2

Registration as a private FET college means the legal authority or licence granted by the Director General, as the Registrar of Private Further Education and Training Colleges, to a private college to offer qualifications that are registered at Levels 2, 3 or 4 of the NQF. 

The Department had registered over 300 private FET colleges by December 2012. These private FET colleges were registered in terms of the Further Education and Training Colleges Act, 2006 (Act No. 16 of 2006. The colleges operate in all 9 provinces with over 500 sites of delivery across the country and offer qualifications that range from National Certificate (Vocational), Report 191 programmes to occupational qualifications accredited by SETAs. In order to maintain its registration, BOSASA Youth Development Centres must complete the annual monitoring report and submit requested documentation to ensure compliance with the requirements of the FET Colleges Act and conditions of registration. 

The report received from the Department of Higher Education reflected the following compliance scores:
Quality Assurance – 20/20
Occupational Health and Safety – 20/20
Marketing material – 7/15
Financial sustainability – 40/40
Tax clearance 5/5

The compliance score 92 percent which gives a rating of maintaining registration at a meritorious level. The battle to have the education world understand that BOSASA Youth Development Centres are unique and that our children don’t fit in the “normal” Private FET situation is on-going. As can be seen in the above compliance scoring 8 percent was lost under marketing material for not soliciting learners to enrol at the BOSASA FET College. 

BOSASA Youth Development Centres management has travelled a long and difficult road to ensure the education offered to our children is accredited and registered and will continue to do so.
